Chad Perez | Co-Founder, CEO

Chad is a decorated Law Enforcement professional. During his Law Enforcement career Chad worked in the most elite units within the New Orleans Police Department, including SWAT, Narcotics, and Gang units. He also worked inside multi-agency Federal task forces with the ATF and DEA. Chad was twice recognized as Police Officer of the Year and received 9 meritorious award medals, including a Purple Heart and Medal of Merit, and multiple personal commendations.

Chad has founded several companies, including Pinnacle Security Inc. which is a large security services provider that deploys 400 security officers across multiple states. Under his leadership, Pinnacle Security has been named to the Inc 5000 list of Fastest Growing Private Companies in America for three years.

He has extensive experience with public private partnerships and providing services to cities. Chad has provided innovative and alternative services to police departments, including traffic crash response services.

Michael Harrison | Law Enforcement Advisor

Recognized nationally and internationally as a leader and proponent of constitutional, community-based policing, Michael S. Harrison has been at the forefront of bringing about departmental reforms and changing for the better essential relationships between the police and the communities they serve. He most recently led the Baltimore Police Department as its 41st Commissioner from March 2019 to August 2023.

Harrison served 27 years with the New Orleans Police Department and led the department as Superintendent from 2014-2019. In Baltimore and New Orleans, Harrison has implemented effective alternative policing services that have benefited both citizens and officers, including innovative traffic accident response initiatives.

Michael Harrison has been instrumental in the development, implementation, and assessment of community policing programs that have led to demonstrably increased partnership and collaboration. Moreover, he is skilled at moving progressive law enforcement bills forward through the legislature and implementing evidence-based crime-fighting strategies, many of which assisted in tangible crime reductions.

Sean Malinowski | Law Enforcement Advisor

Dr. Sean Malinowski retired as Chief of Detectives from the Los Angeles Police Department in 2019 after 25 years of service, where he drove innovation through data analysis and technology, establishing the LAPD’s real-time crime center and overseeing the department’s Compstat inspections.

Post-LAPD, he assessed Chicago PD's crimefighting infrastructure for the US Department of Justice, leading to groundbreaking data-driven crimefighting efforts that resulted in significant declines in gun violence over three years. Now, as Managing Partner of The Policing Lab, he leads a team of professionals who provide technical assistance and training for police departments, including Miami PD and Miami-Dade PD.

Dr. Malinowski also serves as the Strategic Site Liaison to the Philadelphia PD for the Bureau of Justice Assistance’s National Public Safety Partnership program and is a Visiting Fellow for the Department of Justice, conducting a national assessment of real-time crime centers.

Geraldine Garcia | Law Enforcement Advisor

Geraldine J. Garcia is a consultant with a bipartisan external relations/governmental affairs firm, Andrade Van de Putte and Associates, specializing in building partnerships in the local and state arena. Ms. Garcia also serves as an advisor and School Resource Officer for the East Central Independent School District Police Department. She has over 48 years of law enforcement experience. She retired from the San Antonio Police Department as Assistant Chief in 2016, after 34 years of service.

Ms. Garcia served on the Mayor’s Commission on the Status of Women before her appointment to the Brooks Development Authority Board of Directors in May 2022. Geraldine has also served as a Brooks Gives Back Board Member since 2023 and is a Board Advisor for Children at Risk, a state nonprofit organization.

Ms. Garcia has been an adjunct at the University of Texas at San Antonio, a Career Technology Educator (CTE) at East Central Independent School District. A member of the National Association of Women Law Enforcement Executives, a graduate of the FBI National Academy Associates, and the Texas Major City Chiefs.
